House Bills - February 24, 2023

H. 4001 (Rep. Bailey) — Amends Section 17-15-10, relating to release on bond of persons charged with noncapital offenses so as to require defendants subject to orders of protection or charged with violent crimes to be placed on active electronic monitoring by the court.

H. 4002 (Reps. G. M. Smith, W. Newton, Hiott, Davis, B. Newton, Erickson, Bannister, Haddon, Sandifer and Thayer) — Adds Section 24-3-980 so as to provide it is unlawful for an inmate under the jurisdiction of the Department of Corrections to possess telecommunication devices unless authorized by the director, defines the term "telecommunication device", and provides penalties.

H. 4004 (Reps. Williams and Henegan) — Memorializes the U.S. Congress to enact legislation to establish a National Infrastructure Bank to finance urgently needed infrastructure projects.

H. 4013 (Rep. Pendarvis) – Adds Section 6-39-5 to set forth a process by which a county or municipality may create a transit-oriented redevelopment agency to develop certain areas in connection with planned or existing transportation facilities.

H. 4021 (Reps. King, Cobb-Hunter, Ott, Henegan, Williams, Henderson-Myers, Dillard and W. Jones) – Adds Section 58-17-1685 to require a railroad corporation to provide a commodity flow study to the Office of Regulatory Staff and each county governmental body in which the railroad corporation transports hazardous materials. Also adds Section 58-17-3470 to require a class 1 railroad corporation to cooperate with local government entities to provide dedicated emergency response equipment and training to first responders that would provide initial emergency response in the event of a railroad incident involving hazardous materials.

H. 4022 (Reps. J. L. Johnson and Collins) – Adds Section 5-15-64 and 5-15-60 to provide for the instant runoff voting method of conducting municipal elections.

H. 4026 (Rep. Burns) – Adds Sections 1-1-30, 1-1-40, and 1-1-50 to provide that Eastern Standard Time is permanently the standard time in South Carolina with no further adjustments under state or federal law.

H. 4028 (Rep. King) – A House Resolution to encourage state and local government entities to work with one another and with the railroad corporations that pass through South Carolina to evaluate current safety plans and identify additional training and equipment needs in order to improve an emergency response, with an emphasis on hazardous materials and carcinogenic materials training.

H. 4029 (Reps. Dillard and Hyde) – Amends Section 33-1-103, relating to designation of representation in magistrates court, so as to include housing authorities.
