Senate Bills - March 31, 2023

S. 691 (Sens. Scott and Stephens) — Prohibits passenger motor vehicles manufactured after January 1, 2035, from being sold in this state unless the vehicle produces zero emissions.

S. 692 (Sens. Jackson, Shealy and Scott) — Adds Section 12-6-1172 to exempt the retirement income of qualifying retired state employees.

S. 693 (Sens. Campsen, Climer, Corbin, Kimbrell, Rice, Bennett, Grooms and Fanning) — Amends Section 2-19-10(a), relating to the Judicial Merit Selection Commission, to require the Commission to only consider the qualifications of a person recommended by the Governor for judicial office.

S. 694 (Sen. Talley) — Amends Section 12-6-3460, relating to definitions for the South Carolina Income Tax Act, to provide that the minimum level of investment for a qualified recycling facility must be at least $100 million and to provide that batteries, solar panels, turbines, and related structures may be defined as postconsumer waste material.

S. 700 (Sen. Davis) — Adds Article 8 to Chapter 5, Title 39 to establish the "South Carolina Earned Wage Access Services Act," to provide for requirements for earned wage access services providers, and to provide for certain exemptions and limitations.
