Senate Bills - January 27, 2023

S. 433 (Senator Alexander) — Amends Section 12-37-250(a)(1), relating to the homestead exemption for taxpayers 65 and over or those totally and permanently disabled or legally blind, to provide the homestead exemption for taxpayers who are deaf.

S. 436 (Senators Scott, Jackson, Sabb, Malloy, Allen, Hutto, Adams, McElveen, McLeod, K. Johnson, M. Johnson, Kimbrell, Davis, Rice, Williams and Garrett) — Adds Section 31-1-900 to establish the Heirs' Property Commission to address the legal and economic issues associated with heirs' property, and to provide for the membership of the commission.

S. 437 (Senator Rice) — Calls for the creation of a new military base that would assist veterans in their transition to civilian life.

S. 439 (Senators Kimbrell, Martin, Climer, Loftis, Corbin, Rice, Grooms and Alexander) — Requests that the attorney general initiate or join existing litigation challenging the constitutionality of the Federal Bureau of Alcohol, Tobacco, and Firearms' new regulation related to stabilizing braces in order to protect the second amendment rights of all South Carolinians.

S. 440 (Senators Peeler and Alexander) — Enacts the "Second Amendment Protection Act."

S. 446 (Senator Rice) — Amends Section 50-23-70, relating to watercraft certificate of number fees and decals, to delete the provision that prohibits the issuance of duplicate decals when ad valorem taxes are outstanding.

S. 448 (Senator Hutto) — Provides an exception for driving a moped for a person declared a habitual offender.

S. 456 (Senators Rankin, Senn, Adams and Shealy) — Amends Section 47-1-140, relating to the care of animals after the arrest of the owner, to remove provisions regarding a lien on the seized animal.

S. 457 (Senators Rankin, Senn, Adams and Shealy) — Adds Section 28-2-35 to provide that a person or entity with the power of condemnation must hold a public meeting to disclose the likelihood of condemnation on surrounding properties when purchasing new real property or changing the use of real property which the person or entity already owns.
