House and Senate Bills - March 21, 2025
S. 458 (Sens. Blackmon, Hembree, Massey, Johnson, and Adams) — Provides that enclosing land with a fence serves as notice for trespass violations. The bill deems unauthorized entry into someone else's property a misdemeanor and establishes escalating penalties for those convicted, especially if they refuse to leave when asked.
S. 462 (Sens. Johnson, Garrett, Adams, Massey, Kimbrell, Blackmon, Young, Hembree, Climer, Verdin, Chaplin, Walker, Zell, Leber, and Stubbs) — Exempts capital equipment purchased by school districts, counties, or municipalities for capital projects from taxation. It includes tangible, nonexpendable property, such as communication software bought with a computer, with a useful life of over one year and a unit cost of $50,000 or more.
S. 463 (Sen. Grooms) — Restricts swimming near public boat landings on lakes or reservoirs owned or maintained by the South Carolina Public Service Authority.
S. 468 (Sen. Young) — Limits the total number of registered voters in municipal pooled precincts to 3,000 for municipal general elections and to 5,000 for municipal primary elections.
H. 4187 (Reps. Caskey, Ballentine, Calhoon, Forrest, Govan, Kilmartin, May, McCabe, Taylor, White, and Wooten) — Extends the 1% sales tax imposed by the Lexington County School District Property Tax Relief Act and Act 378 of 2004, for an additional seven years.
H. 4188 (Reps. Pope and B. Newton) — Includes unclaimed remains in the purview of the statute and authorizes coroners to release these remains to family members instead of the next of kin when the next of kin is charged in connection with the death or is uncooperative in claiming the remains.
H. 4189 (Reps. Davis and Herbkersman) — Amends the restructuring provided by Act 60 of 2023 and repeals certain sections, all related to the Department of Health and Environmental Control.
