Each legislative session the S.C. Revenue and Fiscal Affairs Office (RFA) offers analysis of newly introduced legislation that could affect local government revenues and expenditures to the General Assembly. RFA provides fiscal impact statements on proposed legislation to help legislators understand the bills' potential impact on tax revenues, services or government budgets.
An estimate requires collaboration and coordination with local governments, including counties. To facilitate information gathering, RFA uses an email system to notify local governments of the bills on their list of requests and to receive responses. It is important that counties respond to these emailed requests so that RFA can develop a full picture of a bill's potential impact. Counties also can use the local government response form available on the RFA website to document the financial impact proposed legislation would have on their county.
