The House expeditiously debated the budget on the floor Monday. The bill received a second reading Monday evening and a third reading Tuesday morning. Meanwhile, the Senate continued hearing budget requests from state agencies in subcommittees and began debate on several bills on the floor.

Action on User Fee Legislation Needed

Senate Bill 984 (S. 984) dealing with user fee authorization would allow counties to assess service or user fees to the nonexclusive benefit of the payers. Prior to the Supreme Court Opinion in Burns v. Greenville County Council, road fees, and other similar user fees, were thought to be permitted under the guidance of Brown v. This was another busy week at the State House as the Senate spent most of its time on the floor debating a resolution calling for a Convention of the States, and the House spent most of its time in committees trying to move bills to the floor before next week’s budget debate.
