SCEMD Information on Grants

The South Carolina Emergency Management Division (SCEMD) is pleased to inform you that the Notice of Funding Opportunities (NOFO) for the Flood Mitigation Assistance (FMA) and Building Resilient Infrastructure and Communities (BRIC) grant programs are now available (also on Grants.gov). A total of $660 million is available nationwide between the two programs. For the BRIC program, $600,000 is allocated for each state, and additional funds are available for competitive applications. Eligible applicants for BRIC are county and local governments, Native American tribal governments, state agencies, and tribal agencies.

BRIC National Competition Evaluation Criteria

The BRIC application period opens on September 30, 2020. The deadline to submit BRIC applications to SCEMD in the FEMA GO system is December 18, 2020. Additional information regarding State application deadlines will be provided in the coming weeks.

The Building Resilient Infrastructure and Communities (BRIC) grant program is replacing the Pre-Disaster Mitigation (PDM) grant program because amendments to the Robert T. Stafford Disaster Relief and Emergency Assistance Act in the Disaster Recovery Reform Act of 2018. Key objectives of the BRIC program include: build local, state, and tribal capabilities and capacity to implement natural hazard mitigation; support innovation; promote partnerships and encourage high-impact investments to reduce natural hazard risk; minimize future losses and impacts on the Disaster Relief Fund; and support adoption and enforcement of building codes, standards, and policies that support community risk reduction. BRIC grants have a 75 percent/25 percent federal/non-federal cost share.

Applicants will use the new FEMA Grants Outcomes (FEMA GO) system to submit FY 2020 BRIC and FMA applications. Details regarding registering for an account and training on the FEMA GO system will be provided by FEMA soon.
