Allendale County’s Judy Kinard Honored for Service with President’s Cup

Allendale County Clerk to Council Judy P. Kinard was recognized for her public service and dedication to South Carolina county government with the 2025 David K. Summers Jr. President’s Cup from the SC Association of Counties (SCAC).
Each year the Association’s president honors a county official who has merited special recognition for service to county government and assistance to the SCAC president.
“This person, who has been described as having a true servant’s heart, gives her all to Allendale County and our community,” said Allendale County Council Chairman William E. Robinson, SCAC President for 2024-25. “All of us who know Judy Kinard well know she likes to stay behind the scenes and make sure everything runs smoothly. She does not seek attention or praise. That’s why it is my great honor to shine the spotlight on Mrs. Kinard for all she does for our council and our county.”
Kinard, an Allendale native with more than 40 years’ experience in office management, received the award from Robinson during SCAC’s Annual Conference closing event Aug. 6.
Before coming to work at Allendale County six years ago, Kinard worked in administration at the South Carolina Department of Health and Environmental Control’s home health division, retiring in 2007. She has also worked in the Allendale office of the South Carolina Department of Employment and Workforce. She has served as substitute teacher at Allendale Fairfax High School and a poll worker during elections.
Kinard also works part-time managing the office of First Baptist Church of Allendale, where she is a member. She is the mother of two children and two grandchildren.

Named for former SCAC president and Calhoun County Council Chairman David K. Summers Jr., the President’s Cup is one of the Association’s highest awards. The late Summers was the longest-serving SCAC Board of Directors member in addition to his four decades of service on Calhoun County Council.
