H. 5239 – Outlines circumstances for when a member of the armed forces may carry a firearm on school property.
H. 5246 – Would increase the time of informal and formal probate and appointment proceedings to 20 years after a decedent’s death.
H. 5248 – Would require that “Limited Term” must be placed on the driver’s license and ID cards of qualified noncitizens of this country and such forms of identification cannot be used as proof of identification to vote.
H. 5249 – Would exclude a one-time transfer of property made to qualified family members to clear the title of heirs’ property from the list of occurrences that require an assessable transfer of interest.
H. 5250 - Would enact the “Safeguarding Endowment Gifts Act” to create protections for individuals donating to charitable nonprofit organizations.
H. 5252 – This bill is in response to a new Revenue Ruling (SC Revenue Ruling 26-1) issued on Jan. 6, 2026, impacting the current interpretation and usage of the state abandoned building tax credit. The proposed legislation would make the following changes:
- Eliminate the requirement that a property must have been income-producing before it was abandoned. This clarifies that all buildings except single-family homes would be able to use the abandoned building tax credit, which would;
- Eliminate the language that made state-owned abandoned buildings ineligible for the credit dependent on size;
- Establish that the local municipality or county certifying that a structure is abandoned is the conclusive authority;
- Prohibit the tax credits from being used as collateral as security for a debt.
H. 5270 – Would require the verification of lawful presence for noncitizens 18 or older who apply for government benefits.
H. 5271 – Would require the Department of Social Services to verify applicants’ citizenship status and eligibility to receive benefits.
H. 5272 – Would require financial institutions to verify that an individual is a citizen of the United States before wiring or remitting funds to foreign countries and to require a fee or prohibit the transaction if they are not.
H. 5273 – Would prohibit state incentives for companies if more than 2% of their employees are H1B visa holders, including local Fee in Lieu of Tax agreements.
H. 5274 – Would prohibit the state and political subdivisions from offering forms or services in any language other than English, with exceptions.
H. 5275 – Would establish that providing assistance or services to an individual unlawfully in the country without the intent to further unlawful entry or aid avoiding detection by authorities would be lawful.
H. 5277 – Would prohibit the use of state and local government funds for the use of legal representation of unlawful residents of the United States.
H. 5278 – Would provide that only citizens of this state and the United States may register to vote and prohibit the issuing of voter registration cards to noncitizens.
H. 5280 – Would prohibit any political subdivision from enacting any policy, ordinance, or procedure that limits or restricts the enforcement of federal immigration law.
H. 5282 – Would enact the “Utility Billing Accountability and Consumer Protection Act of 2026.” This would prevent a public housing authority, subsidized housing provider, or landlord receiving federal, state or local housing assistance from conditioning tenancy, lease renewal, housing assistance, or continued occupancy on uninterrupted utility service when such service interruption results from inability to pay, among other consumer protections.
H. 5285 – Would create tiered criminal penalties for Medicaid fraud and require restitution, giving the attorney general full authority to institute proceedings in a court of competent jurisdiction.
H. 5286 - Would prohibit governmental entities of the state, counties, municipalities, or political subdivisions from granting final approval for applications or permits for, or incentives or other requests, related to a new data center until Jan. 1, 2028.
S. 948 – Would enact the “Safeguarding Endowment Gifts Act” to create protections for individuals donating to charitable nonprofit organizations.
S. 950 – Would exclude a one-time transfer of property made to qualified family members to clear the title of heirs’ property from the list of occurrences that require an assessable transfer of interest.
S. 951 – Would enact the “SC Safe Home Program” to aid eligible homeowners in retrofitting insurable property to reduce losses caused by hurricanes or tornados.
S. 956 – Would exclude any gross proceeds of sales in any amount paid by state and local governments for the Emergency Services IP Network.
S. 957 – Would give litter control and code enforcement officers the authority to request access to a blighted property and establish procedures for issuing a search warrant when access is denied.
S. 960 – Adds definitions for “Election Communication” and “Independent Expenditure Committee” to the campaign practices section of the code and establishes disclosure requirements for election communications by independent expenditure committees.
