H. 4087 (Reps. Martin and Pope) — Updates the definition of "exempt commercial policies" and mandates that insurers offering liquor liability insurance implement risk-based pricing, create a liquor liability insurance fund, and submit annual reports to the Department of Insurance, among other requirements.
H. 4088 (Reps. Mitchell and Yow) — Repeals Act 668 of 1934, as amended, regarding the Darlington County Forfeited Land Commission.
H. 4089 (Rep. Martin) — Enacts the "Boosting Opportunities for Small Startups (BOSS) Act," providing certain exemptions from corporate income tax for small businesses.
H. 4090 (Rep. Rose) — Allows for the conditional discharge of a magistrate's level offense with the prosecutor's or prosecuting officer's consent.
H. 4091 (Reps. Mitchell and Yow) — Removes a provision that exempts individuals who are self-employed or those employed by a business owned, in whole or in part, by themselves or a member of their household or immediate family from having to install ignition interlock devices in their motor vehicles.
H. 4092 (Reps. Kilmartin, Beach, Edgerton, White, Huff, Harris, Gilreath, Teeple, Duncan, and B.J. Cox) — Provides a sales tax exemption for handguns, rifles, shotguns, and ammunition during July 2025.
H. 4098 (Reps. Moss, Lawson and Wooten) — Permits an employer to opt to cover all or part of the required employee contributions for a fiscal year, within certain limits, under the South Carolina Retirement System and the Police Officers Retirement System.
H. 4099 (Reps. Moss and Calhoon) — Eliminates the requirement to include salary and employer contributions for the salary supplement and instructs the Office of the Comptroller General to oversee the distribution of annual salary supplements for county officers, including clerks of court, probate judges, sheriffs, registers of deeds, auditors, and treasurers.
H. 4100 (Rep. Hixon) — Removes exceptions to permit requirements for wildlife imported for exhibition and repeals the authority of the South Carolina Department of Natural Resources to issue permits for collecting protected wildlife for scientific or breeding purposes.
H. 4102 (Reps. Caskey, Hewitt, Bauer, Guest, Wooten, Wetmore, M.M. Smith, Guffey, Teeple and Hartnett) — Requires anyone with a National Pollutant Discharge Elimination System permit for discharging effluent into state waters to post a compliant sign and allows for certain exemptions from this requirement.
H. 4112 (Reps. Pace, Burns, Magnuson, Reese, Forrest, Haddon, Hixon and Lawson) — Permits residents of this state to raise and keep up to five chicken hens or 10 quail hens per household for personal use and egg consumption, regardless of any rules or regulations set by a county, municipality, or political subdivision. Further, it does not prevent a county, municipality, or political subdivision from allowing residents to raise or keep a greater number of chicken hens or quail hens if they choose to do so.
