House and Senate Bills - May 2, 2025
H. 4457 (Rep. Gagnon) — Adds funding agreements, including claims from federal, state, and local governments, regarding the priority of distribution for claims from the insurer's estate.
H. 4458 (Rep. Pace) — Reduces the top marginal rate for individual income tax to 5%.
H. 4460 (Reps. Kilmartin and Edgerton) — Restricts a deed restriction, covenant, or homeowners' association document from prohibiting the installation of a solar energy system that is not visible from the street or common area surrounding a residence.
H. 4464 (Reps. Alexander and J. Moore) — Sets minimum compensation standards for direct care workers delivering personal care services through Medicaid home-and-community-based service providers and includes provisions for phased increases in the compensation provided.
H. 4465 (Reps. Cromer, Teeple, and Edgerton) — Establishes the "Privacy in Public Spaces Act" to define terms, ensure safety, and protect privacy in public areas, and provides remedies for violations.
H. 4467 (Reps. Cromer, Teeple, and Edgerton) — Establishes the "Small Business Construction Impact Relief Act," creating a loan program administered by the Department of Commerce for eligible small businesses.
S. 619 (Sens. Gambrell and Turner) – Adds funding agreements, including claims from federal, state, and local governments, regarding the priority of distribution for claims from the insurer's estate.
S. 622 (Sen. Climer) – Increases the frequency of reviewing retired judges' or justices' qualifications for appointment by the chief justice and establishes a retention election.
S. 607 (Sen. Jackson) – Sets minimum compensation standards for direct-care workers delivering personal care services through Medicaid home-and-community-based service providers and includes provisions for phased increases in the compensation provided.
S. 629 (Sens. Corbin, Matthews, Ott and Davis) – Deletes certain requirements for the sale of display models regarding modular home placement standards.
S. 631 (Sen. Walker) – Restricts sex offenders from living within 1,000 feet of a bus stop. Property owners or renters in affected areas prior to this act are not required to relocate.
S. 632 (Sens. Bennett, Alexander, Peeler, Rankin, Williams, Grooms and Jackson) – Amends several lobbyist provisions to improve transparency and accountability in lobbying practices involving local governments, including the following:
- Updates definitions for "lobbying," "lobbyist," "public body," "public employee," and "public official," along with new terms for "covered local governing body actions" and "local governing body."
- Prohibits local governing body members from serving as lobbyists.
- Expands lobbyist registration to include local governing body actions and require the State Ethics Commission to publish online lists of registered lobbyists and their principals.
- Local governing bodies are included in reporting requirements for lobbyists' activities and expenditures.
- Mandates state agencies to report lobbying activities related to local governing bodies
- Expands prohibited acts and disclosure requirements for lobbyists, public officials, and employees, including local governing bodies.
- Adjusts penalties for violations to encompass local governing bodies.
S. 636 (Sen. Graham) – Increases the biennial road use fees for alternative fuel and hybrid vehicles, specifically those powered by electricity, hydrogen, and fuels other than traditional motor fuel.
