Share Your Ideas for SCAC's 2027 Policy Positions

Your input plays a vital role in shaping the South Carolina Association of Counties' legislative priorities.

SCAC invites all members to submit issues, concerns and recommendations for consideration as the Association develops its 2027 policy positions. These positions will guide SCAC's advocacy efforts during the 2027 South Carolina General Assembly session, which is the first of a two-year session.

Under SCAC's policy development process, members of the Legislative Committee — consisting of the SCAC Board of Directors and each county council chairperson or the chair's designee — are assigned to one of four policy steering committees:

  • County Government & Intergovernmental Relations
  • Revenue, Finance & Economic Development
  • Public Safety, Corrections & Judicial
  • Land Use, Natural Resources & Transportation

In addition, the SCAC president will appoint 25 county officials with expertise in these policy areas to serve on the steering committees.

Policy Development Timeline

Sept. 15-16
The steering committees will meet at SCAC headquarters to develop draft policy positions. 

Oct. 27
These recommendations will be presented at the Fall Advocacy Meeting in Columbia for additional member input.

Nov. 9-10
The steering committees will reconvene to refine their recommendations.

Dec. 3-4
The draft policy positions will be presented to the Legislative Committee at the Legislative Conference in Greenville.

Policy positions adopted by the Legislative Committee at that meeting will become SCAC's official policy positions for 2027.
