Florence County Council Member Waymon Mumford was recognized for his lifetime of public service and dedication to South Carolina county government with the 2026 David K. Summers Jr. President’s Cup from the South Carolina Association of Counties (SCAC).
Each year, the Association’s outgoing president honors a county official who has merited special recognition for service to county government and assistance to the SCAC president.
“The recipient of the 2026 David K. Summers Jr. President’s Cup is someone who has inspired me throughout my time on the SCAC Board and continues to be a role model for county government leaders across the state,” said Mary D. Anderson, SCAC President for 2025-26. “Rev. Mumford has taught me and so many others that leadership isn’t about being the loudest voice in the room. It’s about listening first, leading with integrity, treating people with respect, and never losing sight of why we serve.”
A lifelong resident of Florence with more than three decades of service on county council, Mumford received the award from Anderson during SCAC’s Annual Conference closing event July 29.
Mumford is a past SCAC president, who served his own term and completed the unexpired term of his predecessor who passed away shortly after taking office. He joined the SCAC Board of Directors not long after his election to county council and has chaired Association Scholarship Committees, served on the Board of Trustees for the South Carolina Counties Insurance Trusts and has been a member of the SCAC Public Safety, Corrections and Judicial Policy Steering Committee throughout his tenure.
Since 2008, he has represented South Carolina on the National Association of Counties Board and served in several leadership roles on the Justice and Public Safety Committee and Membership Committee.
Mumford is a graduate of the FBI National Academy, Limestone College, the Interdenominational Theological Center, and Wilson High School. He previously served the City of Florence for 25 years retiring as police chief after advancing through the ranks from patrolman.
He also served as pastor of Central Baptist Church in Florence from 1999 until his retirement in 2025.
Named for former SCAC president and Calhoun County Council Chairman David K. Summers Jr., the President’s Cup is one of the Association’s highest awards. The late Summers was the longest-serving SCAC Board of Directors member in addition to his four decades of service on Calhoun County Council.
