The South Carolina Association of Counties (SCAC), founded in 1967, is the only organization dedicated to the statewide representation of county government in South Carolina. SCAC is a non-partisan, non-profit association with a mission to bring together Local Leaders to create Statewide Strength. Celebrating 50 years of service, SCAC focuses on Advocacy, Education, and Collaboration to empower county leaders and county governments. The Association works with all 46 counties to provide legal and legislative assistance; education and training; research and technical assistance; publications; and insurance trusts and other financial services.

Mid-Year Conference for County Officials

Held in late winter in Columbia, this conference enables all county officials to become better informed about the Association's legislative program. The Association also hosts a reception for members of the S.C. General Assembly during the conference.

Institute of Government for County Officials

SCAC provides the Institute of Government for County Officials (the Institute)  in cooperation with the Joseph P. Riley Jr. Center for Livable Communities at the College of Charleston and the Strom Thurmond Institute of Government and Public Affairs at Clemson University. The Institute is a training program designed to equip county officials with the tools needed to enhance their skills and abilities to function more effectively in their positions.

First offered in 1989, the Institute curriculum has been enhanced over the years to reflect current information that county officials need to know in order to be effective leaders.

Council Chairperson's Workshop

This workshop is open to all council chairmen and vice chairmen. Participants will discuss the duties, powers, and responsibilities of the chair and vice chair leadership positions. Strategies for running effective meetings, the importance of rules of procedure, and building effective working relationships will also be addressed. Although the session will be geared toward new chairs and vice chairs, experienced chairs and vice chairs are encouraged to attend. This workshop is offered free-of-charge and participants will earn three hours of credit toward Level II certification.
