H. 3374 dramatically rewrites the existing Local Government Fund (LGF) formula. H. 3374 was introduced on January 21, 2015, and is currently in the House Ways and Means Committee.

Please read these materials to familiarize yourself with H. 3374 and the analysis of the bill. Then call your House members to ask them to oppose H. 3374.

This is also an opportunity to ask them to sign on as a co-sponsor of Rep. Southard’s bill to bring LGF funding up to the formula amount using a three-year phase-in period. There are already a significant group of co-sponsors, but the larger the number, the better. If your representative has already co-sponsored Rep. Southard’s bill, please thank them for their support. Rep. Southard’s bill would maintain the existing formula and return appropriations to that funding level.

S.C. Association of Counties 28th Annual Mid-Year Conference

SCAC will hold its 28th Annual Mid-Year Conference for County Officials on Wednesday, February 18, 2015, at Embassy Suites Hotel in Columbia. Classes for the Institute of Government will be held on Thursday, February 19, the day after the Mid-Year Conference.

The Mid-Year Conference is designed for all county officials. Its purpose is to give a briefing of legislation affecting county governments which has been or is expected to be introduced in the General Assembly. Strategies for passage of county-interest bills will be discussed. Other activities include a Delegates' Luncheon on February 18 and a Legislative Reception that evening.

Pre-registration for the Mid-Year Conference is $145.00 per county delegate. The fee includes the Delegates' Luncheon, Legislative Reception, coffee breaks, and all conference materials. The deadline for pre-registration is Friday, February 6. After that date and on-site, registration will cost $160.00.
