  • Works with staff to approve construction bid documents, review bids submitted, and assist in management of construction Contractors.
  • Serves as the Contract Manager on multiple contracts.
  • This class has expertise and knowledge of transportation planning, engineering and design, and contract and project/program management, scheduling, cost estimating, right-of-way acquisitions, surveying, plan review and inspection.

The essential functions of the position include but are not limited to: conduct financial analysis and comprehensive credit evaluations of governmental entities; prepare written credit reviews summarizing the evaluation with accompanying documentation and recommendations in support of final loan decisions; draft loan commitment letters and prepare financial appendices to loan agreements; conduct preliminary financial reviews to assess whether potential borrowers are sufficiently creditworthy to pursue debt financing; prepare a supporting written analysis and documentation if the result is negative; conduct annual financial reviews focused on non-rated credits; recommend actions to maintain a financially healthy portfolio; ensure receipt of the latest rating actions on rated credits; work directly with the Program Director to track and monitor financial resources, prepare documentation of program actions and develop reports.  Additional duties will include providing assistance to clients on loan applications and working with them to address any financial concerns as well as other loan program duties.

Minimum Training and Experience:  A bachelor's degree in accounting or finance and 5 years’ experience in accounting, auditing or finance. Advanced degree in accounting or finance may substitute for one year of qualifying experience. Extensive knowledge of governmental accounting, municipal finance and financial statement preparation/analysis; ability to proficiently apply mathematical concepts; ability to analyze and interpret complex financial data and reports; understanding of debt rating principles as well as legal and financial issues related to issuing long term debt; ability to analyze complex financial and socio-economic data and summarize findings as a basis for loan recommendations; proficiency in Excel/Word software; ability to organize and work effectively with other agencies, and ability to communicate effectively orally and in writing.

Fire Chief

  • Maintains security and order in all areas inside and outside the County Prison. Performs daily safety checks.
  • Performs routine inspections of the facilities. Conducts daily roll call and nightly bed checks of inmates.
  • Maintains discipline among inmates and resolves altercations.
  • Administers and supervises meals, haircuts, visitation, recreation, counseling and work assigned to inmates.
  • Searches inmates returning from outside work locations.
  • Advises new inmates of procedures and policies.
  • Conducts random searches of inmates and living quarters.
  • Plans, coordinates and supervises the food service functions of the County Prison.
  • Maintains the security and safety of the County Prison kitchen facility through implementation of established policies and procedures.
  • Requisitions all food materials in accordance with scheduled menus and supervises the receiving and proper storage of the items.
  • Monitors all kitchen equipment for proper preventive maintenance and safety issues as well as repair or replacement needs.

  • Must be able to pass three week course at SC Criminal Justice Academy within one year of employment.
