The S.C. General Assembly convenes each January in Columbia and adjourns sine die in June. During that six-month period, approximately one in every three bills introduced affects county governments.
SCAC provides a number of tools to involve county officials in the legislative process. The Friday Report is the most valuable of these. Friday Reports are prepared and sent via e-mail or regular mail every Friday during the legislative session. This publication keeps county officials informed about legislation that affects county government operations. It may be the only place that certain bills of interest to county officials are discussed in detail and provides a forum to discuss the impact of legislation upon county functions.
When legislative action is occurring too quickly for the Friday Report to deliver news, Legislative Alerts are distributed by fax or e-mail to notify county officials of imminent action on crucial bills.
The Association also publishes Technical Bulletins to address the impact of significant laws and Supreme Court decisions and Acts that Affect Counties, an annual publication which provides a brief description of laws passed during the legislative session that affect county government.
