The training must be conducted in a group or classroom setting. No self-study or home study is allowed.
The subject matter of the orientation training program must be consistent with the requirements of SC Code § 6-29-1340(C) and guidelines established by the SC Planning Education Advisory Committee.
There must be a LIVE facilitator present during all portions of the orientation training program. All facilitators must be in a position of authority, and be able to lead discussion and confirm the attendance of all participants. They must meet one of the following qualifications:
Certification by the American Institute of Certified Planners;
A master's or doctorate degree in planning from an accredited college or university;
A license to practice law in South Carolina; or
A master's degree in public administration and a role in local government.
SC Code § 6-29-1360 requires a certification of attendance to be filed with the clerk to council. The State Planning Education Advisory Committee has provided a Model Uniform Certificate of Attendance for use with the orientation training. SCAC does not issue certificates for rebroadcasts, viewing tapes or recordings, or for videos on-demand.
