2021 SCAC Annual Conference and Institute of Government Registration - Early Bird Deadlline July 23

Each year, SCAC's Annual Conference provides a dynamic educational experience with opportunities for one-on-one interaction, strategizing, small group discussions and large group learning. More than 600 county officials—representing South Carolina's 46 counties—gather to discuss challenges and opportunities, share best practices and attend training sessions that strengthen their capacity to lead and serve.

In addition to an energizing educational program, the meeting offers opportunities to learn more about SCAC's programs and services, and to network with exhibitors and colleagues. Many of the state's top county leaders are also honored with awards and training certificates.

The Institute of Government for County Officials (the Institute) is a training program designed to equip county officials with the tools needed to enhance their skills and abilities to function more effectively in their positions. SCAC provides the Institute in cooperation with the Joseph P. Riley Jr. Center for Livable Communities at the College of Charleston. Clemson University’s Master of Public Administration Program is a sponsor of the Institute.


First offered in 1989, the Institute curriculum has been enhanced over the years to reflect current information that county officials need to know in order to be effective leaders.


Please note the SCAC Annual Conference and Institute of Government schedules have changed from previous years. The banquet will take place on Monday evening and the conference will conclude with the general session Tuesday morning. If you have made reservations to check out on Wednesday, August 4, you may want to revise your reservation.

  • The Institute classes will be offered Friday, July 30 – Sunday, August 1. This schedule will allow the Association to offer more classes since county officials have not been able to take in-person classes since last summer. Institute graduates will be recognized during the general session on Tuesday, August 3.
  • The conference been streamlined to provide an opening session Monday morning for all county officials to meet jointly to hear from members of the S.C. General Assembly and a keynote speaker. Another enhancement this year is the addition of the Rural and Urban Caucus Meetings Monday afternoon. During this time, county officials will be able to meet to discuss issues and challenges specific to their type of county. The President’s/Exhibitors’ Reception will be held Sunday evening and the banquet and dance will take place Monday evening. Winners of the J. Mitchell Graham Memorial Award/Barrett Lawrimore Regional Cooperation Award will be announced and COVID Showcase entrants will be recognized during the banquet Monday evening.
  • The conference will conclude with the general session Tuesday morning.
