Enclosed are two timely memoranda the staff has received regarding personnel who may be subject to mobilization following the recent terrorist attacks. Enclosure 1 was published by Kilpatrick Stockton, LLP, a national law firm with offices in Washington, DC, Atlanta, and several North Carolina locations.

Enclosure 2 was published by Gignilliat, Savitz & Bettis, LLP, a Columbia firm that deals primarily with employment law in a government employer context.

The memoranda are being reprinted with the permission the two law firms.
