Overview

Because member contributions (premiums) are based on both the accident histories of the individual counties (experience modifiers), and on the membership as a whole, both Trusts employ very aggressive risk management strategies. The philosophy adopted by the Trust is that, it is cheaper to prevent accidents than pay claims. Accordingly, the Trusts Risk Management staff conducts numerous seminars, safety audits, and other activities designed to reduce the probability of accidents and liability exposure for members. The payoff is lower premiums and a safer working environment.

   Provides workers compensation and property and liability risk management services to 
   the members of the Workers Compensation and Property & Liability Self-Insured Trusts;
   conducts training programs and on-site risk management consultation services.

  Assists Director of Risk Management Services in providing members of the Workers
 Compensation and Property & Liability Self-Insured Trusts with risk management programs
  with an emphasis on law enforcement and criminal justice service programs.


     

General Administration and Claims Administration

General administration for both Trusts is provided in-house at the Association office.  This includes services such as premium audits, premium calculations, proposals, and claims oversight.

Claims administration for the Property & Liability Trust is provided by the in-house claims staff at the Association office.  Claims administration for the Workers' Compensation Trust is provided on a contract basis by Companion Property  & Casualty Insurance Company, under the direction of the Director of Claims for the Association.

Training Information

2007 OSHA Training

Van Henson from the S.C. Department of Labor, Licensing and RegulationOffice of OSHA Voluntary Programswill provide OSHA training to our trusts members. This training can help counties reduce costs by reducing accidents and injuries. Compliance with OSHA Standards  also reduces the potential for regulatory fines.

The remaining training sessions will be held in the SCAC Training Room, and seating is limited to 50 persons per session. Registration begins at 9:30 a.m. with training from 10 a.m. to 3 p.m., and lunch on your own from noon to 1 p.m. Due to the demand for this training, we request that participants register in advance (please see registration information, below).

Please make this training known to departments that are targeted for specific topics.

This video uses a dramatized accident to educate firefighters and EMS providers about how to protect themselves from infection and what to do if an exposure occurs.  It may be useful to other departments to provide basic information on bloodborne diseases and protection methods.

 Back in Step:  The Road to Recovery from Back Pain

Created for people who suffer from back pain and provides tools to help maintain a healthy back. Whether you are experiencing back pain now, or way to avoid back pain in the future, this video is loaded with practical tips to help minimize back pain, speed recovery and reduce the risk of re-injury. Recommended for all employees, but will be especially useful for the employee who has had a back injury.

 Stretching Out At Work
13-minute – Michael Meinik, occupational therapist. These are practical tips for stretching that can minimize muscle strain at work.

In addition to the training programs above, Staff Risk Managers can design custom training programs to fit members’ unique needs.

The following a list of resources risk managers and safety coordinators can use enhance the development of county risk management programs.

S. C. OSHAs Office of Voluntary Programs - Safety and Health Training Programs

Contact Ron Fisher at 803-734-9620, to set up free training in your county, 42 training programs are available including Bloodborne Pathogens, Hazard Communication, Confined Space Entry Hazards, Lockout/Tagout, Electrical Safety Work Practices, Personal Protective Equipment, Office Safety, OSHA Record Keeping and Violence in the Workplace. It is recommended that training be scheduled 30 days in advance.

S.C. OSHA also has an excellent WEB site at www.llr.state.sc.us. The Federal OSHA WEB site is located at www.osha.gov. OSHA standards can be accessed from these sites.

3. South Carolina Department of Highways and Public Transportation (SCDOT)

Work Zone Safety training is available from SCDOT. Training classes are available to teach supervisors in road maintenance how to safely lay out a roadside work zone using flagmen, warning signs and traffic channeling devices. Classes are also offered for flagger trainees. Contact Bruce Payne at 803-737-1701 for information and for a copy of South carolina Work Zone Safety (4/97) and South Carolina Flagger's Handbook (1/96). All supervisors in road maintenance should carry a copy of these books in their vehicles.

4. South Carolina Occupational Safety Council (SCOSC)

Contact Julie Elliott, Executive Director, at 803-748-1608 for information. SCOSC has an extensive video catalog for members. Joining the SCOSC entitles members to use videos which are shipped via UPS. Membership annual fees are : $150 - 50 to 99 employees, $ $200 - 100 - 499 employees, $300 - 500-999 employees. After joining new members receive the video catalog. This can be an excellent source for safety training videos for a county starting a safety program with a modest budget. SCOSC also sponsors two conferences each year usually held in April in Myrtle Beach and November in Columbia.

5. Local Technical Education Schools

Tech schools in many communities have safety videos available for industry. These videos may also be another source for free training resources for counties.

6. National Safety Council (NSC)

Contact Gerald Beckham at 803-732-6778 for membership information and a products catalog. The NSC offers numerous books and training programs that could fulfill specific needs for counties. Several video training programs are available for defensive driving that are geared specifically for Sheriff's, EMS, Fire and Public Works. Public Employee Safety & Health Management is an excellent reference book for risk managers and safety coordinators.

7. Parlay International

This company offers a wide range of printed safety brochures that are designed to be copied by the buyer. The materials are known as Kopy Kits. Buyers can use the materials for safety bulletins, payroll inserts or safety newsletters. You can reach Parlay at 800-457-2752 or visit their WEB site at www.parlay.com. Parlay=s products are reasonably priced and can save counties a great deal of time and effort.

8. Public Risk Management Association (PRIMA)

PRIMA is a national organization for public entity risk managers. PRIMA sponsors national conferences and has an outstanding WEB site. For membership information call 703-528-7701 or visit the WEB site at www.primacentral.org. The WEB site features an online discussion forum, PRIMA-talk, that could be very useful. PRIMA also offers safety video training and numerous publications that would be beneficial to risk managers.

PRIMA also has a state level organization, South Carolina Public Risk Management Association. For SC PRIMA membership information contact Athena Westeren at 803-737-0023. SC PRIMA sponsors an annual conference that is usually held in Charleston in November.

9. Internet Resources

The Internet offers a tremendous amount of safety and risk management information for risk managers. Several WEB sites have already been listed above. The sites listed don't even begin to scratch the surface. Use your WEB browser to search for topics. Visit www.safetyonline.net to find a good starting point.

10. Professional Education

The Insurance Institute of America offers courses that are designed for safety and risk management professionals. The Associate in Risk Management (ARM) program is a three course self-study programs that leads to the Associate in Risk Management (ARM) designation. The Institute also offers a new course, Risk Management for Public Entities, which may be very helpful. Even if one is not considering taking the courses, the text books could be a valuable reference. Contact the Institute at 610-664-2100 or visit their WEB site at www.cpcuiia.org.

PRIMA is a national organization for public entity risk managers. PRIMA sponsors national conferences and has an outstanding WEB site.
