At the annual
conference in Hilton Head, SCAC announced our plans
to begin providing telecom consulting services. The
new South Carolina Competitive Cable Services Act
has changed your role and relationship with the
oversight of cable companies and new companies
wishing to offer cable services. SCAC has already
been involved in several state issued applications.
During September,
SCAC entered into a master agreement with John
Howell and The Howell Group, LLC, dba
Telecommunications Consulting Associates. John’s
company has been an SCAC sponsor for years and a
regular exhibitor and speaker at SCAC functions. He
already works for 10 South Carolina counties on an
assortment of telecom issues. We at SCAC are
excited to have his company on board to assist our
counties with any type of telecom topic, including
the new SC cable process.
His pricing schedule
compares very favorably with his competitors. I
have attached a contract between your county and
SCAC. The contract is also posted on the SCAC
website (SCCounties.org). While you may not
currently have a need for these services, we think
it is best to go ahead and get the contracts in
place so when you do all you will have to do is call
John. The telecommunications industry is rapidly
changing and this will allow you to stay on top of
the issues and have ready access to one of the
largest telecom consulting firms in the southeast.
We will continue to
assist you with the new SC law and process your
state issued certificates. Additionally, we offer
all of the following telecom services:

Franchise fee audits and collection of
underpayments.

Establishment or modification of right-of-way
ordinances.

Building inter-county fiber optic facilities.

Center Operational reviews and upgrades, including
drafting the RFP and vendor selection.

Deployment of 4.9 GHz wireless and wi-fi networks
for public and first responder use.

Developing strategic plans and deployment of
municipal high-speed broadband networks.

Cell
tower rental and placement using County assets such
as water towers.
