It’s time
to begin the process of submitting debts for 2008 to the
S.C. Department of Revenue for collection under the
Setoff Debt Collection Act and through the S.C.
Department of Revenue’s Governmental Entity Accounts
Receivable (GEAR) Program. We have scheduled a workshop
for Monday, August 20, 2007 at Raddison Hotel,
Columbia, SC. We encourage all Setoff Debt/GEAR
Coordinators, Administrators and Hearing Officers to
attend this workshop.
The first
part of the morning will be an introductory session for
new Coordinators or those who wish to have a refresher
course. SCAC and SCDOR staff will provide background
information and discuss in detail the steps for
participating in the debt collection programs. The
second half of the morning will be for all Coordinators
and we will focus on procedural and technical changes to
the Setoff Debt program for 2008. We will then discuss
critical issues, including privacy legislation,
collections for deployed military personnel, tax return
statistics and trends, bankruptcies, age of debts
statistics and statute of limitations, protests and
more. Also, SCAC’s Director of Insurance Services will
provide us an update of the new Workers’ Compensation
legislation and its impact on debt collection.
A buffet
lunch will be provided for all registrants. Then, in the
afternoon we are pleased to demonstrate the new SCAC
Windows version of the SCAC Debt Software. We will have
two training sessions on the software. If you are
currently using the SCAC software or plan to use it, you
should attend one of these sessions. We will also
demonstrate our new SCAC Debt Collection website and
show you computer resources for preparing letters. SCAC
and SCDOR staff will be available during these sessions
to answer your individual questions about Setoff Debt
and GEAR.
Please
complete the enclosed registration form. We ask that
you complete one form for every attendee and return it
to our office at: SCAC, P.O. Box 8207, Columbia, SC
29202-8207, ATTN: Melinda Suddes, no later than August
13, 2007. For all registrations through a
participating SCAC entity, each person will be assessed
a payment of $10.00 to cover the registration fee. For
all other registrations, there will be a $100.00 charge
to cover the full cost of instructional materials and
lunch. Checks should be made payable to SCAC. Payment
must accompany registration. (Note: Payment of
the registration fee per person may be combined in one
check if several people are attending from your entity;
again, please attach a separate registration form for
each person.)
