PURPOSE
The purpose of the South Carolina Association of Registration
and Elections (S.C.A.R.E.) shall be to study, discuss
and recommend improvements in registration and election laws, to
investigate and provide a means for the exchange of ideas and
experiences between county registration and election officials;
to promote and encourage the education of county registration
and election officials; to collect, analyze, and distribute
information about registration and election laws; to review and
promote legislation which will endorse the efficiency of the
registration and election process in South Carolina.
MEMBERS
The Association consists of active, associate and life
members.
Active members are county election of registration
officials, both appointed and elected, full time clerks,
voting machine custodians and county administrators of
registration and elections.
Associate members may be anyone sponsored by an
active member representing either of the above groups and
approved by the Executive Committee. Such members shall have
all the privileges of the active members, except voting power
and the right to hold office.
Life membership consists of retired members of
S.C.A.R.E.
MEETINGS
S.C.A.R.E. shall hold at least two meetings yearly. One
meeting shall be held in conjunction with the annual meeting of
the South Carolina Association of Counties. The other meeting
shall be held at such time and place as designated by the
Executive Committee.
THE MOORE AWARD
The Moore Award was established in memory of Betty Moore, who
worked tirelessly to form a state association of registration
and election officials, and her daughter, Marsha.
Each January at the legislative conference of S.C.A.R.E.,
this award is presented to a member of the organization who has
shown outstanding service in the field of voter registration and
elections. Nominations may be made by any member for
consideration of a committee.
The Moore Award is a silver bowl engraved with S.C.A.R.E.
Moore Award and the year, name, and county of the recipients to
date. This is passed on each year, with a smaller, engraved
silver bowl retained by the honoree.
